Speed limits vary from location to location, so if the roadway is indicating "green" that means traffic is flowing at or near the posted speed limit. If the roadway is indicating "yellow" that segment of the road is flowing at roughly 1/2 the posted speed limit. Red indicates "stop & go" traffic, and black indicates a major incident that has brought traffic to a stand still.
